When you're traveling, does the company place housing deposits at each apartment/residence, or are you responsible for forking up that money? What about phone and cable, if you have it? Does it take weeks to get cable hooked up when you're only there for three months? Do you put deposits on your card/pay online, or do they usually bill you on the first month's bill?

If you are going with company provided housing then there is no way that you should be responsible for deposits on your housing. If your company is telling you differently then run away.
Many companies will provide you with basic phone and cable (some do not)
This should be able to be arrange within a day or so. Whether you have to pay up front vs on the first bill would depend on the utility company.
