Decision letter

Hi this is for my cousin who is currently processing his application with nmbi..all his documents his nmbi on 23rd may 2016 and yesterday he got a statub stating that his assessment is comalate and the decision letter would be send via post shortly. .we are surprised at how early we have a status on the application and at the same time worried if it is going to be a rejection as this update is just within 2 to 3 weeks..generally it is said that it takes 8 to 12 weeks for us to get a decision letter. .someone please give us some insight into the min time frame for decision letter to be issued
