is CES (Credentials Evaluation Service) need in Maryland?

I'm having difficulties connecting with the Maryland State Board of Nursing. They cost me so much money for me to do an overseas call just to ask some specific concerns but Ms. Sheryl Smith, the person in charge in endorsement is always out of the office and her voice

mailbox is always full. And once connected to the operators they connect me to the person who is not available. This is unreasonable! They are not professionals!

Anyway, so much for venting out my disappointments with the BON.

I am licensed from CA and I want to endorse it to Maryland. I just have two concerns

1. Does the MD BON requires CES (credentials evaluation service) from CGFNS before I can endorse?

2. Can't I just use my CGFN certificate which i acquired after passing the exam in replacement for CES? I visited their website but it is not clear if it is a requirement or not. I just want to validate it with them but they are not helping.

3. regarding the criminal history records check, I already submitted a fingerprint card with the CA BON when I applied for my NCLEX with them. can't I just ask the CA to send the results to the MD BON?

because I think they are just asking too much from the nurses which are licensed from other states. And with this, nurses tend to spend unneccessary money. Aside from the fact that these nurses are moving to MD to work. They should be efficient and professionals and helpful to the moving nurses.
