Argh! Difficulties in NY application

This is proving more difficult than I expected and I was wondering if someone might be able to help. I am an American citizen who did all my basic schooling in NYC and then moved to Finland. Now I am about to finish up (no pun intended) a 3.5 year BSN course and want to apply for certification in New York.
As I understand it I need to apply to the CGFNS credentials verification service. They will process my application and send it to the NYS department of education. I also need to apply to the NYS board of nursing and then if I receive permission from them I will be allowed to take the NYCLEX. At least I think that's how it works.
It also seems that I will need to take a course in reporting and indentification of child abuse and well as a course in HIV infection. Do I need to take these before I apply to NYS? Since I still live in Finland I was hoping to come to New York to take the NYCLEX exam, but it appears that I will have to come twice at least?
If anyone can explain this better to me or offer any advice it would be much appreciated.
