Have you applied for any jobs in the state where you are licensed ? You cannot be issued a PD until a visa application is filed on your behalf.

Are you an experienced and/or specialty trained nurse in one of the in demand areas (ICU, CCU, SICU, TICU, ED, NICU, PICU, OR/peri operative, etc. )? If you are a new grad or inexperienced grad it will be very difficult to find an employer to sponsor you when there are an abundance of US citizen/PR nurses trained in the US seeking work. There is no shortage of nurses but there is a shortage of employers willing to fully staff units.
