You should not pick a state for licensure based on what is the easiest. It will usually turn out to be the most expensive for you. You need to decide where you wish to work, and go from there.
Many states require the CES, even for endorsement; so consider that when selecting a state. You want a state that will issue you a hard license without a SSN#, so that you wil have a license to endorse, if needed.
Where you go for initial licensure has absolutely nothing to do with immigration and how fast things will get done. They are completely separate entities and are not related to one another.

Kitty cat, if you have relatives in the US, like many other Filipino nurses do, it would probably help if you intend to settle down someplace where you have family and/or friends to help you out and be around you in the adjustment period...its a really big thing you know...i was working abroad for close to a year, several years ago...I had no family there and very few acquaintances, no real friends...the loneliness will REALLY get you down. I had days I was so homesick I just wanted to pack up and go home right there and then. (I did, eventually, but for other reasons).
My advice: think about the people you care about, and those who care about you. Life is miserable without them.
thanks so much suzanne and hathaway for the big help. I will pursue california then cuz my bro is there and its where i want to work. GOd bless :)
