I had applied for a new job within my organization. It has been 4 weeks since hearing anything on the position and I decided to email the supervisor asking very politely when I should expect a decision.
What do you guys think of the response I got....
"still making offers... sorry for the delay...."
That is all that it said.
Help me intepret this....I think I have a feeling I know already...

My husband is currently looking for a new job, and sometimes it takes a month or more to hear back, so it's probably not unusual.
However, the fact that the NM hasn't replied at all is rather rude. She should at least let you know either they haven't made a decision yet, or that the position is filled. Some managers just don't like to face t hings head on.
Instead of email, try a phone call; just let her know you're following up and ask if the position is still open.
