Scholarship applications before program placement

My school just posted a new scholarship the other day but it says that in order to receive the scholarship you have to be program placed. Scholarship applications are due February 6th (recipients are notified in June), and Nursing applications are due May 25th (they are program placed in June).

Does anybody have any experience in this area? Have you applied for a scholarship that required program placement before being program placed? How can you apply for a scholarship before being program placed, is it possible? If not, why would a school do that? That means the only people that can apply are students going into their second year...

I emailed the financial aid advisor, who is also my veterans advisor, but I haven't heard from him yet.

Its usually for after you get in the program. They often want recommendations from your instructors so you need to be there long enough for that.
