Welcome to allnurses! Have you checked the Virginia Board of Nursing website? All the info and forms you need to pursue licensure as an internationally educated candidate should be there. You will need to undergo whatever process the VA BON requires to determine whether your nursing education is considered the equivalent of US nursing education, and, if so, you'll need to meet their other requirements, and pass the NCLEX licensure exam.

Best wishes!
