    Hi all! I heard back yesterday in the form of an e-mail and I did get in. My time stamp for my application was 12:04pm. My friend also got in and her time stamp was 12:45pm.

    Just found this forum. I did apply and experienced the shut down! It was horrible. A friend and I had met up an hour before the application opened and were shocked when we couldn't submit our payment. I called a left a voicemail letting them know what was going on and this voicemail counted as my "timestamp" for my application, which was at 12:04pm. My friend did not call though because we didn't think leaving a message would signify a timestamp for our application and she didn't get hers in until 12:40 that day. Definitely not first come-first serve.
