  3. Thank you because I didn't know that. On the website, it said March, so this was the month I thought we will get notified if we get accepted or not to the program.

I emailed the admission person named Amanda, and this is what she emailed me Applicants must meet each of our admissions requirements in order to be guaranteed a review by our admissions committee. This 3.0 GPA requirements is set by the University of California office of the president and is effect for all graduate progress within the UC system. But I feel like you should still apply, because when I talked to he front desk person, she said the office of the presidents would like applicants to have a 3.0 but since this is the first year some applicants have got into the programs with a lower gap because they came from different programs and the dean wrote a letter to the office of the president applicants.
