I've called the Licensing and Regulating Body in my State before. I'm not sure if that's an option where you are or perhaps if its something the Union at your place of employment can look into.

Bingo! The is precisely how one gets to the bottom of things by following the money. I think the best that one can hope for is to do one's job to the best of his/her ability with the hand that's been dealt with the resources available to them.

Although I can appreciate the challenges around ED nursing, the solution shouldn't exclude best practice(s) as its in the interest of both patient safety and best practice to give bedside handoff. This What the research says and hospital Management needs to do better.- Disciplining employee in front of other employees?!
Let it go for now but document it in your own personal notebook of incidents for future referencing in the event something like this happens again. Perhaps it's just that your mgr was off her game that day or she maybe brash and it's her style of managing. In any event, do use caution because if the mgr is well connected and is respected, you could be just making things bad for yourself by speaking up if there's no union for RNS in this hospital. Another thing to keep in mind is that you really can't trust other nightengales to vouch that they were witnesses either. At the end of the day, nightengales look out for patients and not one another. Hope your self esteem has recovered. (hugs)- Verbal Hand-off Reports - Are they no longer necessary?

It appears that hiring cheaper labor is the priority. You can hang on since you have seniority in that facility and wade the waters out... but be proactive and look for part time, per diem, and or agency work in that specialty... It depends on which entity you as because to me shortage in nursing is relative if not all but a cliche'. Nursing economist, professors, strategist day there is. Hospital CEO's and Exec's pretend there is. It's strange that these hospitals are able to find and fill physician positions!- Travel with American Mobile?

Yes, the pay is lower unless one works in California (I'm guessing) but I think they probably still run a tight ship. Last year alone, the company has made a networth of about $300 million or so and their stock are work $30 a share, last I heard.
