David Cameron the Prime Minister of the UK has promised a referendum for the UK by 2017 but 1st of all he's negotiating demands set out by him hoping he can deal with the EEC ministers and then if he achieves this he will ask for a 'YES' campaign in the Houses Of Parliment encouraging people to stay in EEC during a referendum. If he didn't strike a suitable deal for the UK and a referendum is announced and a public vote wants the UK to withdraw from the EEC then present legislation will change in the UK workforce, no longer controlled by Brussels on the UK recruitment procedures. At least 3 years' experience using the skills acquired by working in the position for which the permit is sought. Such experience must have been gained at N/SVQ Level 3 or above.

Regarding HCA in the UK. A qualified nurse isn't listed on the short skills list in the UK Silverdragon102 the profession was removed from the short skills list a few years ago. A HCA is regarded as a skilled job in the UK. You are entitled to apply for a vacancy as a HCA if the vacancy advertised welcomes applicants from outside the EEC, they are 3 main requirements for a tier 2 sponsorship: 1: that the salary offered is above 20.800 UK pounds a year; 2: the applicant has savings of 945 pounds in their bank account for a period of at least 90 days unless you are sponsored by a A rated sponsor and won't be claiming any benefits during your stay; 3: a requirement proving your level of English in writing, reading, listening and speaking is at B1 level or above, (i.e.l.t.s academic UKVI 6.0 score is sufficient).
