Do I have to take NCLEX in Canada to be able to work there even if I'm US NCLEX Passer?

Hi everyone! I'm a flipino nurse currently working saudi arabia. I have 8 years experience in hospital setting (JCI accredited).i'm planning to apply to Canada,but i want to finish my exams first (crne,ielts) before going there.i heard that NCLEX is the new CRNE,so does this mean i can apply to any Pearson Vue exam center if all my documents are approved by NNAS and CRNBC?for the SEC Assessment,can i apply for tourist visa to attend the competency (while i'm currently employed here in KSA)?i have a cousin who is currently working in Vancouver as a RN and she told me it is better for me to apply for fedral skilled worker then take all the exams required when i get there.but my point is i wanted to finish all the exams while i'm still working here in KSA so that i can fund the needed fees for my application and at the same time so that i can stilll support my family financially back home.
