    Thank you so much for your response steppybay. I actually got into this agency named Amehan International, they are asking me to pay everything with an initial payment of $500 or more but from then on I stopped communicating with them. I know that legit agencies are not asking anything but instead they are reimbursing the payments of the exams. I'm hoping to find one soon since the big agencies I know doesn't accept nurses without priority date this time since they are busy in recapturing visas. By the way, I took the Minnesota Board.
