I would suggest getting listed with search engines as a good first step, as well as posting information about your site on bulletin boards such as this. Also, I've found it helpful to keep in touch with people who contact us via the guest book or by emailing the webmaster or other contacts listed on the site; I email them periodically when our site is updated to let them know what's new.
