    I guess I wasn't clear on my question. Everyone is assigned to a holiday and staff is happy with that process, but when the holidays arrive and the census is low(and it usually is low) and we need to reduce staff, it is done by seniority. Does your unit reduce staff in another way?

    Our unit is trying to revise our flexing policy for the major holidays, which include Thanksgiving, Christmas Eve, Christmas Day, New Year's Eve, and New Year's Day. We presently flex by seniority and allow only one flex per holiday season. Some staff are complaining that the same people get flexed every year. How do other units handle this issue?
