Why do colleges and hospitals not thoroughly educate nurses about the law and what we should know as practicing nurses?

Nurses who wear provocative undergarments under white scrub pants & low-cut tops, how are they affecting the image of nursing as a profession? Does this represent the initial view of nursing in the 1800s?
