I reached out to talent development and they replied it's only open to internal candidates.

Hi! I don't remember them saying that. They did mention to craft or "gear" your resume and cover letters towards the departments that you're applying for. Hope this helps.

I haven't, has your application went to the hiring managers there?

Most likely mid-end of November. During the webinar, they said interviews would be in December going into January, but with the holidays - I'd be on the lookout to some interviews being before them.

I'd say don't lose hope until they've kicked you out.
