Also, there were people who got their COI before me in August that I got before them, so I don't think they go completely in order

oh, that's what you meant; I submitted the COI luckily on the 8th after I received it on the 7th when I went to pick it up from the school after handing it to them on the 7th they told me they couldn't fill it in out due to me being a second-degree student( which is false information). So I had a long discussion at the financial aid office, and then they told me they were the only ones who could reach the registrar's office and I couldn't do it myself; good thing I called customer service in the school and asked for the registrar number and email or I wouldn't have got it done in time, they happened to complete and email it back the same day.

I submitted the application like 10 minutes before the deadline, the amount of times I had to withdraw just to make sure everything was up to par was crazy, but it paid off.

Yes it says converted to participant, I can now log in to the participant portal.

Whatever they advised you to do on the phone do it that's all I can say, I guess these schools don't want money.

I don't know what is going on with them making mistakes on people's forms.
