Average time frame I've seen and heard is about 2 months sometimes little less sometimes little more That's why endorsements get temp license in the mean time but tricky part is getting hired with temp but the license number stays the same

I wouldn't recommend that apply to Fresno the changes to schedule can be lost min

It depends on the school call advisor to find out some only take results from there school proctored exams and other schools take both outside through ATI site or schooled proctored the school has the policy so check with them and the schools you want to apply too
