problem with tanscript for CVS

I applied for CVS for NY last July.In October CGFNS sent wrong forms to my school and licence office. I found out when I called them.So when my school recived the corect transcript form ,the secretary filled out and sent to Philadephia.CGFNS not accepted because the signiture and seal was not provided - this what they told me when I called them.I called my school and the secretary told me that she did everything what was requested.After while CGFNS sent another form to my nursing school and again they sent back to Philadelphia.And the same story I heard when I spoke with CGFNS ,they not accepted becuse of the same reason.School told me that they provided everything signiture of the principal, stamps and seal.I'm so upset than I don't know what to do.My licence was accepted.My status says:"READY FOR SUBMISSION". What this means?When I called CGFNS the lady told me that they are going to send the raport to BON even if is not complited.I' m hearing the same answer every time since 1 month.Please, can someone tell me what would be happen next if BON recives the uncomplited raport?Can enybody of you had the same story?Thank you all of you on this forum.
