Out of State BSN programs with Less than 864 hours required for CA nursing license

Hi, has anyone graduated from an out-of-state BSN program that had fewer than the 864 clinical hours or 18 clinical credits required by the California BRN and had any issues getting a CA nursing license by exam as a new graduate? Does CA consider that a deficiency issue with clinical hours?
