Needle Exchange Program

The local authorities in my area are considering a needle exchange program for the correctional facility I work in. While I do have my own strong opinion on this issue, I am keen to hear from anyone who has experienced a program of this kind in their facility, and how it works (or doesn't).

Mmmm. Purely anecdotal, but my experience was that a significant number of junkies would get clean needles ("I loft minz old unz, bu' I bringum in tumurra..." and sell them to get more dope. The industrious dealers would run their own exchange program by collecting everything they could, getting new ones, then selling them as, "Mr Clean Specials- You Know We're Safe!":uhoh3:
