Need help

not really sure what this is, my boyfriend went to the doctor last night for it and all the doctor did was say he didnt know what it was and gave him some antibotics for it, the doctor wasnt even in the room for 5 minutes. i have never seen something like this before and it kind of has me worried so i am posting a pic in hopes that maybe someone has seen it. my boyfriend is currently having body and headaches along with cold chills.
