can i take NCLEX without getting CGFNS,,,, which states will allow,

Please read the primer at the top of the International Forum. You must apply to a state for licensure and have your credentials accepted before you will be able to take the NCLEX exam. There are actually very few states that require the CGFNS exam, most only want a CES that is done by CGFNS.

However, most agencies in the Philippines will tell you that you need the CGFNS exam for every state, and that it is a requirement to work in the US. That is 100% lie.
