First off you are not applying for NCLEX but to be a licensed nurse in e US. NCLEX is just a part of the process.

Depending on state depends on requirements. Generally if English is not your first language then English exams may be required. usually states just require CES report from CGFNS and then once the BON reviews everything they give permission for final step in the process which is sit the exam only if you pass will you then meet requirements and if the syptate requires it a license will not be issued without a US SSN

I'm pretty sure there's a thread here discussing about KY BON registration process.

You will need a CGFNS VisaScreen (VSC) for you to be eligible for RN registration. So you'll need either a TOEFL or an IELTS, plus either the CGFNS exam or the NCLEX exam. Kentucky BON will allow you to take the NCLEX exam if it's the only one missing for you to complete the VSC.

Please visit the KY BON site: Kentucky: Board of Nursing - Foreign Educated Nurse Licensure - Overview
