Hi...just wanted to know if you are a resident of one state, do you need to be a resident of the new state you want to live in before you can take NCLEX and have licensure in the new state?

No. You can take NCLEX anywhere, doesn't even have to be taken in the State where you will work. I live in the UK, took NCLEX in London and will be working in Florida.
