LPN OHIO

I was accused of a failed drug test that I only had to take because of a medication that was presumed missing later recovered and since I failed the drug test I was slapped with a two year mandatory program to contact drug place to do random drug test. I agreed but in the process I broke my back and tried to place my license on hold which were then suspended. This all took place in 2016 and I'm trying to reinstate my license after three back surgeries but I feel now that the punishment is to harsh since it's almost been 10 years ago. Any help with this I'd appreciate
