Liability

I am sort-of new to working in Adult Foster Care so would welcome thoughts on my employer's newest game plan for a section of patients under the Group Adult Foster Care program.
 

They have decided if we deem a patient as out of scope of practice for the program, validated by an MDS assessment, then we are to refer the patient  to the Outreach Department (marketing & sales department) who will coordinate outside services for the patient. 
 

In previous positions I've had (but not AFC), I would directly refer to an ASAP so it makes me wonder if my nursing license is still safe by having a non-licensed middleman. My direct supervisor is also new to AFC so that kinda adds to my curiosity/concern. 
 

Thoughts appreciated!
