India and CGFNS

I am a BSN from India and is processing to get my RN in the USA. I applied for the credential evaluation report to CGFNS and sent the required transcript validation forms to my school back in India. My schools in India do not have Registrars and, Principal of nursing school is the only highest authority for signing the transcript forms.

But CGFNS has rejected the application ,putting a note of improper sign and seal.

My queston is what should I do in this case as the nursing schools in India do not have Registrars?????

There is only one registrar , and that too in the State Council of Nusing who validates the license,but not the transcripts.
