Help! Oregon NCLEX application

hi guys i just have a quick question because i got confused about taking toefl for NCLEX application in Oregon.. do they really required toefl or ielts for the application? or do they consider if you took majority of your class and subjects in english with verification of your school? thank you so much!

if your mode of communication in taking the subjects are conducted in english you dont need to take toefl
