Help! Info needed - Florida license by endorsement

Hope someone can help me. I want to get my florida license active again but there seems to be a lot of steps and I'm not sure what to do. I am a Canadian nurse and I graduated in 1998. I wrote and passed the NCLEX in 1998 and was originally licensed in Minnesota. Then through endorsement I got my Texas license in 1998 and my Florida license in 1999. I worked in Texas until 2000 and moved back to Canada and have been working full time. I want to get my Florida licencs back through endorsement. I have already talked to the Texas board and I can easily reactivate my license there. When looking at Floridas endorsement rules it says I must have a SSN which I do but the part that I dont get is the part the states"

Has actively practiced nursing in another state, jurisdiction, or territory of the United States for 2 of the

preceding 3 years without having his or her license acted against by the licensing authority of any jurisdiction.

Applicants who become licensed pursuant to this paragraph must complete within 6 months after licensure a

Florida laws and rules course that is approved by the board."

Does this mean one must have actively practised in the US in the last 2 of the 3 preceeding years or just practiced without actions against the license?

Any ideas? Can I apply for endorsement?

You shouldnt need to endorse, you already were licensed and as such should just have to renew in some fashion. Have you actually spoken to someone with the board to see if you have to re-endorse or if you just have to do a late renewal. One could be done online as vs the other having to be done via mail. Also most those mandatory classes are available online as well.
