Help with human resources

Hi, Does any one have any suggestions for this? An RN with 3 years ER experience  in a fast paced ER has applied multiple times at Providence Little Company of Mary in Torrance Calif to jobs that require the same or less skill sets and continues to get a computer generated rejection letter. The hospital as resourced the human resources to another country they say. So there is no one to tell you what the actual reason is you were not granted an interview. The rejection email is below.  This RN  has an outstanding resume.  Does any one have any experience with this issue.       Thank you in advance for your time and ideas,,
