You will need to check the specific requirements from the California Board of Nursing. Each state has their own requirements.

RN:
1. Go to Licensure by Endorsement
2. Read what to do.
LPN:
0. Understand we call them LVNs here. Same practice, different name. Don't let the difference throw you :)

3. CA is VERY strict when it comes to its requirements. If you wish to practice as a nurse in CA, then you need to meet CA's requirements. If you don't meet those requirements, CA couldn't give a rat's *** that NY or any other state or country licensed you: you're not getting that CA license.
3b. Don't stress too much over #3: it's usually foreign graduates and graduates of online/hybrid programs that have difficulty meeting the requirements. However, if you graduated with your ADN from Excelsior, you are definitely stuck as CA will not license/endorse an Excelsior grad.
4. It also means you need to do everything that the CA BRN/BVNPT requires for endorsement in: transcripts, fingerprint cards, whatever they require. No exceptions.
5. Start well in advance of when you plan to work in CA. You don't need to already live here to endorse in, but the endorsement process takes several weeks. You can get the process started before you get here, so when you arrive in CA you (hopefully) will have your license and hit the ground running on the job search.

What is fingerprint card , never heard about that.

You shouldn't need anything from the NY Board.
CA requires all its nurses to have fingerprints on file. If you live in CA, you can do it electronically. If you live outside of CA, you need to submit a card. You can get the card at your local police/sheriff's office or courthouse. Or you can request the card from CA. The police/courthouse should also be able to fingerprint you or at least tell you where to get it done.
Also, it doesn't matter if you were already fingerprinted for school, work, psych clinical, arrest, whatever: CA needs you to submit a fingerprint card specifically for its own records. Again, this is NOT optional. Want a CA license? Get the ink out and the fingers dirty :)
