You have to have the exams completed before you can be accepted, since nothing can be submitted to immigration without it.

Immigration is what can take the longest, provided that there are visas still available. If the agency has problems after you have started the process, you go back to square one, and this has happened several times quite recently in the Philippines. So if it looks to good to be true, and they make promises taht sound too good, run as fast as you can from them.
