Is there a new law about fnp's must be certified by a certain future date or risk losing their fnp's license?

Your question doesn't make a lot of sense to me, and I have no idea what you might be referring to so I think I can reassure you that the answer is no.

I am unsure as well. I know there is talk of the FNP degree becoming a DNP instead of a Master's by 2015, but I don't think anything is official. Those who are FNP's with their master's degree will be grandfathered in and unaffected.
