Does VA require CAF folders like Air Force?

I'm currently a civilian nurse at an Air Force base and am applying at the VA. Just wondering...does the VA require medical employees to do CAF folders for continuing ed? The CAF folder and annual appraisal, which my supervisor makes me basically write, are so annoying! I never had to do either one of these things in the civilian world.
