Does this mean I did not pass?

The candidate currently has test results that are on hold. A new registration cannot be created at this time.

I've looked on my BON which does not have my license up.  Last time I tested and got this.  I failed and got the same error but had to wait 5 days for it to be off of hold.  I'm worried I failed since it is not on my state BON.  Any advice?  I guess waiting another 5-7 days seems like the best option.
