current location when applying for VA or IHS jobs...?

Hi there -

I'm considering future job options, and have been thinking about the VA and IHS. A couple questions occurred to me.

If I were applying for a job in another city in the private sector, I would probably try to list a local address and get a Google voice local number....in my experience, you're much less likely to get an interview with out-of-state contact info on the application.

So my questions are:

1) Is it the same for federal jobs? Am I less likely to get an interview if I live in a different state from the job location?

and

2) Anyone worked for the VA or IHS in either Phoenix or Albuquerque? Any impressions/advice to share?
