Medscape. Also check your state nursing association, hospital staff development department, and schools of nursing in the area. All may have free or low-cost CE.

Be sure that whatever you're taking the CEUs for accepts online credits, and if they have any limits. There's a lot of neat stuff on Medscape but some of it is 15 minutes or 30 minutes. My state won't accept anything less than 60 minutes.
