Calling after submitting an application

I submitted a job application that I am really interested in yesterday.

I want to call and follow up to express further interest but have a few questions.

The confirmation email from HR said that if you do not hear from them they are considering other candidates. So should I call at all or will it hurt my chances?

How soon is too soon?

Who exactly is best to direct the call to (HR, Nurse Manager of the unit, Etc.)?

If you read any "how-to-get-hired" articles, one of the things HR managers/companies say is that they do not want overzealous applicants. Do not hurt your chances before you even get one.

First, if you applied online you don't know who's receiving it. Depends on the system, your application could land to the HR personnel or RN manager. People do not want to get bypassed and you don't want to step on anyone's toes so early in the game.

Second, you need to get pass the computer first before anyone even reads your application. While there are things in place to retain your resume/application, most applications aren't read by people. The computer determines whether or not you are qualified based on the parameters set by the company.

Third, you don't want to look desperate (even though you probably are).

These may not be the things you may want to hear but people can disregard your application with the smallest thing. You don't want to hurt your chances by putting more spotlight on you. While there are companies (very few) who'll like your tenacity, most will think it's jumping the gun.
