CA LVN application help please

Good day, I am a Filipino RN but I will try to take LVN here in California. I am confused by the instructions of the board of vocational nursing in sending my record of nursing program and transcripts. One part of the guidelines says that my school will send the forms to them in sacramento while the other part indicates that the school will send it to me and I will send the transcripts with my application for licensure. I am confused. thank you for your time reading this.
