Breeze application and exam results

Hi , my good friend just took the nclex on exam for the second time. She has been waiting for her results since three weeks now. She is really anxious and does not know if she passed or not. After she logged into the breeze system, under applications on the left lower side of the page, she tried to reapply to for a retake but there is a red message saying " error, you are not able to proceed with this application at this time". What does it mean? Is there hope for her to pass nor it is a system issue?

    Hi there, I just read this message and was curious if she passed? Did this error message mean she couldn't re-apply due to passing or did she have to wait for official results? PLEASE LET ME KNOW!!!
