Has anyone (RNs) used AST (Association of Surgical Technologists) CEs for their CE requirement? Are they acceptable CEs?
If not, does anyone have recommendations for CE courses that are not the generic RN CE courses of middling value to an OR RN?

Unless approved by a nursing organization that is accepted by your state, AST CEs will not qualify for nurses. I took a quick look at a couple on the AST site, but saw no statement regarding approval by any nursing organization.
However, AORN (www.aorn.org) has 2-3 CE offerings per journal issue. As these are indeed specific to OR RNs, they would be more along the line of what you are looking for. They are free to members (I believe annual dues are $170 nowadays- I did a lifetime membership quite a few years back and have more than had it pay for itself) or a set dollar amount per CE for non-members.
