Applying for CGFNS-CES

Hi i'm a filipina nurse and i'm currently residing in California. Just this year, I tried to apply for the nursing licensure here but unfortunately i got a denial letter. They said i'm defiecient in the MS and OB. Well, I guess, that's not new to you guys since a lot of Filipino nurses are in this dilemma. Now my next option is to move in Nevada. So i did the online registration for CGFNS. First time I did it was last January of this year and I just didn't wanna finish it. I got to the point where i just need to pay. But I abandoned it. Until recently, realization came to me that nothing good will happen in my life and in my career if i don't consider other options and just be stuck here in CA. So i did my Nevada thing again. I paid the necessary fee for CES.

1. My question now is since I started my application last January, will my order expires on January too even though i just completed my order this November?

2. Instead of mailing the papers to be filled up to my mom for her to process it in my school and in PRC, can I just fill up the form, sign it, scan and email it, then mom will print it out for school and PRC? (I'm thinking of options to lessen my waiting time)
