Apply for Fall 2015 or Spring 2016?

I'm currently at a community college that does not have a nursing transfer degree.

Unfortunately, I will not be done taking most general ed/pre-reqs for upper division requirements.

I will be taking Physiology and 2 arts in the summer.

Almost all the schools that I want to apply to (mostly CSU's) require that you have 60 completed units by the end of the Spring term prior to the Fall term you are applying to.

So my question is,

do I ignore this and still apply or should I apply for Spring 2016?

Secondly,

If I were to apply for the Spring and get accepted, would I be behind in my classes?

Do they offer any Fall classes in the Spring?
