I am new to home health so I need some direction on administering long acting psych meds to home health patients. In order to administer Risperdal Consta to a patient in a group home in Texas do I need a signed consent?

I've never worked psych as home health, but I did in the hospital, and we had to have a consent form for each psychotropic we gave there.

You need consent for every medication you give, this can be as simple as telling the patient what the med is, they then take it, that's consent. Whether you need written consent for something is actually up to each facility to decide, there aren't actually any regulatory requirements for what consents need to be documented with a written signature confirming consent.
