Wait on Applying for the Nursing Program or just apply for CSULA Nursing Program?

I am currently a freshman in college and I just recently changed my major into nursing. I still have to finish the pre-requisites for California State University in Los Angeles. I am currently going to a community college in Iowa and I will be moving to California in the summer with my family. I will be an out of state student at the community college. I will be attending another community college in California for the fall. Once I gain my California residency I will go into CSULA in order to save money. They have a 5-year plan and a 6-year plan.

I have not yet volunteered at any hospitals and I have not prepared myself for the TEAS/ATI tests.

I was wondering if it would be a better idea to still attempt to try apply into the nursing program for the 5 year plan or the 6 year plan? I feel like I can get all my pre-requesities done before my junior year and I could always start studying for those tests. I just won't have a California ID/license until July of 2014.
