TCC question - granted petition required - what????

I just noticed that there is 1 slot open for a class I want to take, but everytime I try to register for it I get a message that a Granted Petition is required to take this class. Its an online AP class - why would I need a petition????? I was so excited for a minute there thinking I was going to get into this class. What does it mean and how do I get one?

this is what webadvisor says about that error message:

granted petition required.

this section [course #] is restricted by the department offering this course. please contact the department offering the course to determine whether or not you meet certain enrollment qualifications for this course. for directory assistance for locating a tcc department, call (817)515-tccd.
